Encryption (Microsoft Crypto API) with Delphi(repost)

This project is to supply a simple example application that encrypts data using the Microsoft Crypto API in Delphi. The source data should be a TMemoryStream. The destination should be a TFileStream. The file should be encrypted using AES256 CBC. The code should support using a piece of binary data as the key, not just a human readable "password". My preference is to use JWSCL or other JEDI classes. The code should be well commented to explain each step, and the author may be required to answer questions to clarify. Please ensure you have a good understanding of the Crypto API and encryption and can explain your code before bidding on this project. This is not something you can guess your way through! :)
