Fade Out a WAV File -- VB .NET

We require a coder to create a VB .NET class that takes a PCM wave file and fades out the sound at a particular point, then crops the wave file. The class will contain a function that contains both the filename and fade out point... for example, [login to view URL]("c:\[login to view URL]", 180) This would fade out the c:\[login to view URL] file after 180 seconds. The fade out should reduce the noise to silence over a period of around 10 seconds. The file will then be cropped (so if the file was 500 seconds, the file will now be 180 seconds... ending after the fade). Winner will be chosen based on price and experience.
