Java Speech Technology For Mobile

I want a mobile to be able to read SMS messages out aloud. Ideally, if possible, I would like the mobile phone to have both? speech technologies within it, i.e. speech to text, text to speech.? I would like at least one of these technologies to be used. If the mobile was able to open sms messages and then say them to you, this would be acceptable. Ideally I would like this on a Java platform. And could the successful bidder talk me through how to implement this on the platform Many Thanks
