Create a WordPress Template from PSD mockup

I've attached a complete PSD mockup of a site we'd like done in Wordpress. The only dynamic function is a banner rotator at the top of the page. I've also attached a PDF that provides a bit more info as to how menus/submenus, and pages of content will look once text is entered. Your job is to develop a wordpress theme that matches the PSD we have attached. For the page content itself, you will need to code, design and use ShortCodes for the formatting. This is so that we can go into the Wordpress interface and modify the text easily for any given page. Thanks
