456940 Fix Wordpress Email 2

We have a new Wordpress site, but can not seem to get the email functionality working. We are using the plugin Contact Form 7 for WP, but get an error when trying to send mail. "Failed to send your message. Please try later or contact administrator by other way." We have also installed the SMTP Mailer plugin, but the test messages will not send. This is a Windows server, and we are looking for someone with solid WP email experience on Windows servers who can fix this asap.
