Coupon Design Website

I do advertising for small businesses and I need someone to develop a new website for me that I can use in this business. We already have websites up and running, but they are not fully functional like I want. Here is what I need someone to build for me: The website will be for small business coupons and advertisements. When anyone goes to the website, they will be able to view the advertisements and coupons that our current clients have available. There will eventually be 51 different sites (One for the US and one for each state in the US). For now, I want it divided into 6 different sites, one for each of 5 states, and one national site that links them all together. I want the design the same for all the sites, so you should be able to copy and paste each one. When a small business owner wants to advertise with us, I want a page where they can create a username and password to create their own account on our site. Once they do that, I want a design tool built into our site where that they can upload their own photos and logos and create their own coupon or advertisement to save on our server. They will also have the option to pay to have their advertisement to go "Live" on the site. If they don't pay, their advertisement never goes onto the site for the public to see, but they can still log in and make changes to it. There will also have to be a place for them to select the city and state that they want their advertisement for and I want the software that you design to automatically create a page for that city within the website so that it becomes a clickable link to show their ad, as well as anyone else that is in the same city. Once they pay for the service (We provide the secure credit card processing through [login to view URL]), then their coupon or advertisement goes live automatically on the site. I want them to be able to log in anytime they want and make changes to there advertisement, and I need the ability to remove their listing and control their account if they don't pay or if they put up a listing that doesn't abide by our policies. Here is the bottom line, I need someone to develop both the front end of the site that will be visible to the public, and the back end of the site that is a design tool for our clients to edit and create their own advertising coupons. Whoever takes this job and makes a bid will be responsible for not only the website design, but also creating the secure log in portions of the site, and creating a design tool (Similar to Vistaprint) where that my clients can utilize it to make their own coupons or advertisements. I will provide the designer with all of the information and images we want on the site, but I need someone that can build this from the ground up through completion on my server. I also need someone that can give me a timeframe and stick with it. I can't have this design keep dragging on and on. Thanks!
