Casino Promotion

I am the owner of a new online casino and I am looking to promote my site. I currently have no users, but I am wanting to build a user base of around 1000+ members by the year 2010. I know that the way to build members is to increase your organic website traffic. I am looking for someone to work with to build a member base like the one mentioned above and I will be willing to pay the winning bidder on a performance process in reflection of the sites revenue. I would like to see an initial proposal for the promotion, how you will promote and plans for the site and a projection of how you are likely going to be able to help me meet my target by the stated date (Figures of increased traffic. I DO NOT want any mass traffic programs of any sort or any other rubbish promotion methods. True and honest ideas only please, I am on a tight budget as I have spent a lot of time and money developing the site. The site will exclude USA citizens due to US gambling laws. However, promotion to the rest of the world internationally is what I would like overall. With this in mind please keep the cost to a minimum and any proposals welcome.
