Create an application to create folders in a network share

I have a network folder and want to create subfolders within this folder. My folder number will start at 25001.000 and go to 25999.000 - essentially I'm creating 1000 folders within the main folder. The application will create these folders and then copy a series of sub folders from a MASTER folder found within the parent folder. You could copy the MASTER folder 1000 times and then rename it to the sequential numbered folders or create the sequential numbered folders and then copy the MASTER folder contents into the numbered folders. Either way. The end goal is a series of numbered folders with the contents of the MASTER folder copied into it. We will have hundreds of parent folders, so the program should have a mechanism asking for the root folder location and the sequential number range. Example - folder 25000 will contain folders 25001.000 through 25999.000 in it. Folder 26000 will contain folders 26001.000 through 26999.000 in it. All folder names will be in this format: XXXXX.000 where XXXXX is the sequential number followed by a period and then three zeroes.
