Hi there, I have read your project description with interest, and understand that you’d like to calculate your report via a cloud based server rather than the excel spreadsheet you currently work with. Breaking your project down into steps, I think it would look like... 1. Identify and setup cloud based hosting most suitable for your needs. 2. Import existing data from spreadsheet into new database. 3. Implement ability to import new csv data. 4. Implement report calculations. 5. Produce browser based report. Whilst I understand from your description that there are a lot of rows of data, could you tell me how many columns are contained per row? Is the csv import always the same format, or does csv data arrive from different sources, each with their own specific format? This is pretty easy to do. just depends how much automation you want .. you can for example learn to manually upload the file to the server where will your server be? Do you have a server month after month ? I could let you use my server for testing and development and then provide it to you as a hosting service. You will have to have some sort of server to do the processing.

I work for a company that offers cloud computation tools and your project looks simple enough for my first freelance experience.

I can most certainly make a cloud tool to replace your excel needs. (I just recently completed a project where I converted an excel based Record Keeping System into a full web application), however, for your needs it would cheaper to create a standalone application (so that there isn't a monthly cost associated with having a server in the cloud). I could get this done very quickly, and if you're set on having a cloud application, we could discuss the cheapest monthly upkeep cost.

I have done similar reporting in Azure cloud environment with java and SQL server as database. You can go for SQL web version if you are looking for a cost effective cloud database. I can import data from csv to SQL database along with calculation. and provide a report in java as jsp file. My proposal is to 1. develop an interface to choose the excel/csv file 2. to Import data from Excel file to SQL (you must use the same format excel file every time) 3. to develop one report from the imported data you have to provide me access to your cloud VM or I can provide the files to you to copy in the server. The cost doesn't include cloud server installation/setup, application maintenance etc

I suppose you already have a hosting. And I would get all the details with ip and credentials. Also, please choose what framework needs to display report.
