Encrpted Chat Room

I need a skilful coder to make a heavily encrypted chat room style app. It must have the following things: -Heavily Encrypted -Make an account by choosing username &password no other info needed -Create projects that are hosted on a seperate server that specify the following: Catagory (dropdown): Advise,Help,Protest,Spreading Information, Awarness, Other Category of activism (custom field) Title of project (custom field) Description of project (custom field) - Create a blog. All posts and comments stored on separate server -Automatically proxy is used for anyone as soon as they open the app. - Personal messaging. Messages not stored anywhere message logs deleted immediately after 10 minutes of being seen. Peer to Peer messaging not via a server. Directly from user to user. Button to delete all chat logs instantly. - Send attachments - Delete option which wipes all history that you where ever on the app instantly. - Feed section: Sends recent posts as a feed that you might be interested on in the different categories: - Help Finder, if you need help or support in any area post what your problem is and select the following: Category (dropdown list), Describe problem (custom field), What kind of help you need (Dropdown list, (financial, physical, advise, cyber, any)). The program will then automatically notify all user feeds. -Alerts, alert you to new private messages, comments on your posts - Bitcoin integration, users can integrate their bitcoin wallets so other users can donate money to them anonymously. Please note that this app will be used as an activist app and will need to be heavily encrypted against any attempt for third parties to view users locations. Also i want everybody to be locked out of the server and the server to have a script that when anyone accesses it it automatically self destructs and deletes all information and basically deletes the app and the server. I have no idea what kind of budget an idea like this would cost to make so please guide me in that area. Also i may be able to pay off every month after work is completed.I can pay $100 a month for 12 months with $500 start up if you can make it for $1700. I do have a very limited budget so if your bids are to high they will be ignored. Please state how you will make the app and why you chose your price.
