Website w/ database & pmt option

I am looking for a website which would allow a real estate agent/brokerage representing a seller to notify other real estate agents/brokerages what is the amount of compensation they or their client are offering to that real estate agent/broker for bringing a buyer who consummates a transaction on the property. This website needs to accommodate the address (including the country) as provided by the seller's agent/brokerage, and cross reference which MLS (Multiple Listing Service) the property is listed in, or none if an MLS for that territory does not exist. There needs to be fields for both "Buyer Agency Compensation" and "Non Agency Compensation". There needs to be a registration page for each broker to indicate their name; brokerage/company so this can be displayed along with a way to register and pay per use for each time a property is added to the database. A property can be referenced by an address or by a parcel number if an actual mailing address does not exist, it can also be referenced by the MLS# taken from the regional MLS database if one exists. The initial inquiry result showing the amount of compensation along with the location needs to be clickable resulting in a page whereby property information (i.e. marketing narrative, about the property can be displayed along with photographs of the property, additionally basic information such as lot size (acreage or square feet for US), bedrooms, bathrooms (including .5 or .75 baths), garage size and amenities. The database should allow the agents/brokerage to select from a drop down menu of all the MLS's or select No MLS for properties that are not in a regional MLS. Initially, the site will allow users to input the property information along with the compensation amount offered with the fee to the user being "zero $s", once the site has generated an active user base, I want to be able to charge $1 US or more per listing to cover the cost of creating the site and maintaining the site. This fee should be collectable via several different payment options directly on the site from each user (This feature would be turned off during startup). I currently have the domain registered with GoDaddy but would be looking for a recommendation for an independent web hosting firm whereby myself and any programmers would be able to access the site which would be open source. I would be looking for mockups of the layout of each of the pages within 1 week of hiring for this project, including the logo for the domain name [login to view URL] . I would want the ability to modify the mockup for usability. Once those initial mockup are approved, I would want the site up and running functionally without errors within 3 weeks. The request for this project is a direct result of the recent NAR settlement which states that Realtor owned MLS will no longer display the amount of compensation/reward that the seller is offering to buyer's representatives. Further lawsuits or settlements or regulations may prohibit licensees from utilizing this site to offer compensation to a buyer's broker in which case the site needs to be flexible enough for an actual property owner to create an account themselves and make an offer of compensation directly to a buyer's broker who brings a buyer and consummates a transaction, or offers the compensation directly to the buyer in the form of a concession such as seller paid closing costs or a reduction in price in lieu of a fee to their agent/broker representative.
