I'm very sure I could do this for you. However, I would prefer to divide this project into smaller pieces.
I can already see that this could be a real rabbit hole of sorts.
Currently, the latest version of Laravel requires php 7.2. So we'd want to upgrade to that first.
However, we might have to tread carefully if upgrading your existing code actually breaks the app.
To do that, I'd need access to the code as well as any relevant database tables.
This might also be a bit of a problem, as I don't know which DB you're using (ie. MySQL, mariaDB, postgress, etc)
Btw, I've experienced issues in upgrading if it's MySQL version 5.5 to 5.7.
Anyway, to start, I would want to drop all of this into a virtual environment to test it and see what breaks.
Alternatively, we could also put it into what's called a VPS (virtual private server) on a provider such as Digital Ocean (my favorite). that way both you and me would have access to the server at the same time.
And finally, you state " the site needs to be inserted into a Laravel framework".
While technically, this can be done... I would still need to see your existing code to see exactly how it would run and what would need to be changed for this to work correctly. I hope you understand It's hard to estimate the time without actually seeing the existing code.

Is your code currently in a GIT? and is it available on github, or Bitbucket or some other private repository?
