Hi! Whether it's indeed a 'quick' and/or 'small' would depend on multitude of aspects, so lets try and gather as much detailed information as possible. Like: What's the form in question product of: A) It's a plain code part of the theme, or B) It's the product of someplugin dealing with creation and management of forms(like contactform7 for example, but there's really a wole lot of these)? The answer of the above would determine how easy the new functionality could be added to it, like if there's hooks available that can be used or it would require core code modding of some plugin(if it's the theme, this can be done throug the child theme, so it wouldn't affect any updates, but with plugins it's more complicated. Also, I am assuming this front end form requires a logged in user. If not then adding new tags would probably be out of the question as it requires certain user capabilities to be present for it to be allowed by the wp core(this cannot be overriden in any way). One other thing, you mention it should force a 'popcorn' ending on all new tags that qualify to be added, which kinda suggest, but I better ask, that non English tags are not to be allowed 'at all' or it would need to be at least 'mixed' language with the trail being always an English 'popcorn' string?
