Software/website developement

Hi, I am looking to develop a website/software that recruiters/executive search consultants/HR personnel can use to manage their candidates' preparedness going into interviews. The site will start with the recruiter creating an account with an email address and password. They will be directed to their "home page" where they can 1. Enter the questions that the candidate will likely hear during their upcoming interview. 2. Select a specified amount of time (would require a timer) the candidate should spend on the answer. 3. Allow the recruiter to "add" areas for the candidate to upload supporting documentation (i.e. resume, 30-60-90 day plans, etc.) 4. Allow the recruiter to post "tips" along side the text boxes while the candidate answers the questions. This will create a custom "link" that the recruiter emails to each of their candidates with a project specific access code. Once the recruiter completes the "prep course," he will hit "create link" which will take the candidate directly to the recrutier's specific project page for that job, round of interviews, etc. Once the link is created, the link is then emailed by the recruiter to the candidate(s) for them to complete. The candidate will sign into the project and receive a brief tutorial on best practices in completing the questions. Once the candidate hits "start prepping" the screen will display the questions in the order the recruiter entered them into their project home page. One question will appear at a time with a timer at the top right hand corner of the screen. The candidate will type their answers to the questions in a text box during the time allowed. Once the time is up, the candidate will be able to review their answer but not make changes. Once the candidate answers all prep questions, he will have the ability to attach supporting documents that the recruiter can recomend. Once the candidate finishes the course and uploads any necessary documents, the final summary containing all the answers and attachments are compiled into one file and emailed to the recruiter. Or there could be an inbox in the software that the recruiter can check daily. This project needs web development, software development as well as logo design. If you are able to complete all 3 great! If not, please refer quality people to assist. This is a general outline of the software.
