I need a website design by someone with graphic design skill

I am looking for an experienced web developer to develop a website with graphics and with an admin panel for me... The website will work very similar to how this website works - [login to view URL] except there will be no payment transaction done through my website. The website will have the following capabilities: 1. homepage with very nice laid out graphics and menu a. menu with graphics will have the following menu options under the graphic: create a quote request, join our network, how it works, services offered, green initiative, and contact us. When user clicks a quote request, then the screen will go to ... i. location and date for service needed, ii. add photos (up to 10 photos), iii. then fill out one a form for the rest of the information for the quote request, and then hit send button to send the request for bids. 3. Once the form has been filled the request will go to the backend admin site, where I can view the request and the request will go to vendors registered on my website based on the zip code. The vendors will then submit their prices for the job through the backend of the site. 4. I will need the capability to e-mail the multiple quotes I receive to the service requester from the backend of the website. Usually a 24 hour turn around time for at least 3-4 quotes. 5. The e-mail will have a template and the requester can click from the multiple quotes to perform the job. the email template will show name of provider and show the bid prices for the service. 6. Once quote is chosen, the user will get taken to a backend webpage that confirms quote and the service provider that will be performing the service along, date for service, and who will be contacting them for service. I will also get notified which quote they choose. These requirements are not final and could change a little bit but this is a good general idea of the process flow for the website.
