Need php/mysql webpage built. For cataloging with forum into it.

I need a new webpage created. It will most likly be a comunity page. I will provide the hosting, Mysql database and linux platform to install it. The main feature required is for the page to have an integrated forum that will log you in when you log into the main page. It will require a registration to enter it. And there will be two levels of management. When accepting/offering I need to know what forum you will be using and posibly a link to the page of it to see if characteristics meet what I look for. An example is [login to view URL] Time is not an issue even 3 or 3 weeks to complete. I will also provide the graphics. Attached a PP presentation with a flow chart of the project I'm looking for.
