Local Dynamic Lead generation Site ( clone )

Hello I need a programmer to develop a lead generation site. The site should be able to dynamically generate pages for a every city in the united states and include spun content with the city inserted to make all the pages unique. When an inidividual fills out the lead generation form the information should automatically be forwarded to a corresponding email address.
