VB6 and API Drawing

Greetings fellow coders. I have attached with this request a sample project with a partial example of what I am trying to do. If you look at [login to view URL] you will find a "Word Search" program (Java Applet), when the Applet loads, you can click on a letter and then drag the mouse to draw an oval (not really an over, but more of a rounded rectangle) around the letters to select a word. If you move the mouse up/down/left/right, the rounded rectangle will follow the mouse. I need this same functionallity in Visual Basic 6 code. The sample that I have attached demonstrates the ability to draw this rounded rectangle in a horizontal and vertical position (while the sample code ONLY demonstrates "one size" rectangle, I can easily modify this code to allow for a "click and drag) what I need from you is the ability to draw this retangle in diagonal posizions while also being able to resize the drawing as the mouse is drug across the form. I'm not sure that the sample code will be able to be used for the final solution and I also expect that the final solution will involve API code that will probably reference Regions in some way. Tell me what you can provide, if you are going to use API code (ABSOLUTLY NO CONTROLS, CLASS MODULES OR THIRD PARTY CODE OF ANY KIND WILL BE ACCEPTED) or VB code. Tell me how long it will take you to complete the project and most of all, if you can supply a working example to show me that you know what you are doing, bids with working examples WILL BE CONSIDERED FIRST.
