getafreelancer / scriptlance type website design needed

I need a php website that is similar in features to getafreelancer, scriptlance, elance, etc, except it will be used for an entirely different industry. It must have a very clean, professional and "bright" look to it. I will need the fields customized to relate to the specific field it will be used for (rather than for programming). It must have a good admin panel and payment features. It also must have the ability to organize ads by city (something simple like craigslist is fine). The exact customizations are minor.
