PHP page needed

Ok, this is an EXTREMELY small project that should take less that 20 minutes... This is what I need done: Please go to [login to view URL] I need a user to be able to go here, enter their name, email address, and desired account # and then hit submit, and it will store their information somewhere (database or whatever). I need the script to check the email address field to make sure its VALID. It has to check to make sure it has words before the "at symbol" and after the "at symbol" and obviously it has to make sure it contains the "at symbol" (lol). For the account # field, it has to check to make sure that there are NO LETTERS, only numbers. It also has to make sure that there are a minimum of 4 numbers and at the maximum 8 numbers. If there are any errors, it will show them on the following page and ask you to fix them (there will be a link back). It will tell you what the error is also. I will need the user once successfully registered to be able to go to [login to view URL] and use their account # they signed up with to login to a certain page. Also, I need the script to check to see if the account number entered is already in the database and also to see if the email address entered is in the database. If so, it will tell them that it is already registered and to enter new one. I will need the script also to email the address in the email field with the information.
