PHP API Implementation

I need [login to view URL]'s API investigated to see if it meets project requirements and then implemented. Project requirements: I need users to be able to register for tournaments on my site that I create at BinaryBeast.com. I need to be able to host the tournament brackets on my site. I'm not sure if users even need a BinaryBeast account to register for the tournament when registering through their API but if they do I need the registration process handled with pop-ups so it feels as though the user is never leaving my site. I need to do this for private tournaments to ensure that the ONLY way a user can register for my tournaments is through my site. I can explain this to those interested and I'm not considering a part of this project but it'd be appreciated and candidates willing to help with this on top of implementing the API will be considered first. I'm looking to spend between $200 and $250 max
