Need HTML and PHP Designer (repost)

I need help in building/editing HTML websites that contain some php coding. Work requires: Person must be Completely fluent in English. This is critical. We will communicate via Skype and we must be able to understand everything that is spoken and written in English. Work includes: Making graphic changes, designing banners, buttons, headers, inserting images, Websites are for affiliate marketing so knowledge of affiliate linking is required. Also building php files for keyword tracking purposes is needed. Some basic php work related to shopping carts and Paypal is required. Important: The work is ongoing and I require about 5-15 hours of work done each week. Worker must be able to carry out work during USA (ET) time, 9am - through 5pm. The person chosen must have Skype and the ability to interact via live Web conferencing software like GotoMeeting. Please submit a bid for an initial 10 hours of work.
