SMS reversed auction

We want a Reversed auction (so not normal auction site) and bidding goes via SMS (short message service) How must it work: The auctionsite does NOT work like regular auction site where the highest bid wins. By reversed auction lowest bid wins, but caution: lowest UNIQUE bid. so winner has 'lowest bid' but also this winner must be the ONLY person who bis that amount on the end of bidperiod (so unique bidamount) If auction close at 10 PM and you have the lowest and you are the only one who bid this price, you will win the auction and have to pay the price you bidded. Bidding must go via SMS (short message service), so bidder send his price in cents to short code (e.g. 4488) for SMS, and automatically he get SMS back, bidder get SMS back from Admin with info if he is the Lowest Unique bidder yes or no. If he is not the lowest he can decide to try to win this bid and SMS again.
