I'll present this in terms of the problem I need to solve as opposed to a specification. I'm looking for a coder with a clever solution and the ability to execute.
The Problem:
On one side I have a PHP/Linux based application.
On the other side I have a few complex Excel spreadsheets that are basically 'calculators' - you put a few numbers in a few cells, and after lots of data lookup and backend code they produce an answer.
Normally I would re-write the Excel databases and app in PHP and be done with it, but for this project I can't - I have to use the original Excel files as the basis for my calculation.
The only idea I have so far is to commission a piece of code that I can pass variables to via the internet (i.e. from the linux server to a Windows server) that will then put those vars into the excel file and send back the specified value. Essentially we would post an array of cell references & values, a way to identify which excel file to look at, and a cell reference/s to get back, the app would put the vars into the sheet, get back the value(s) and reset it. Something like that.
I assume that can be done on Windows fairly easily and would be interested to receive bids.
I would also be very excited to read proposals / bids for a system that I can keep on my Linux server too...
Look forwards to hearing from you!

Hi - thank you all for bidding on this request, particularly those who entered into an intelligent dialogue with me over the issues involved. Unfortunately, the project got cancelled for reasons beyond my control and before I could remove it from the system, it expired.
Thanks again.
