I can build a frontend with ionic framework. Also I can manage backend issues with PHP Rest API. I will arrange all mobile applications if you have developer ID's, otherwise I can deliver mobile web project and you can just build phonegap packages later. Only need some information about SMS services on last page of the slide. Do you work with and 3rd party service for operators?
