Android and Visual Studio (VB.NET) apps

Need an Android app and a Visual Studio project in either VB.NET or C#.NET that performs the following tasks: - in Android: - Allow user account creation and purchase tokens with a payment gate (Google Wallet or paypal preferred) - Users will be able to ONLY purchase tokens to be used on a Specific product from a list. - Provide a wallet type of environment (Current balance, purchase history, tokens consumed time/date, etc) - in Visual Studio: - The application should allow you to consume TOKENS already purchased through the app when clicking a button. (Each click will reduce a specified amount of token(s) from your account). - Display the current token balance. - When the there is a balance of zero (0) tokens, a dialog should pop telling the user he needs more tokens to continue. Both applications should use an encrypted and secure way to manage transactions and avoid hackers. IF YOU HAVE NO EXPERIENCE or YOUR PROPOSAL IS BIGGER THAN OUR BUDGET, PLEASE DO NOT BID!.
