Magento Customer Promotions

I need to insert in my magento site the following features: 1. a configurable discount applicable to new customers (a discount in the first order of a new customer); 2. a configurable discount applicable to the customers that accept to receive the newsletter (if a customer checks newsletter, he has a discount) [login to view URL] the email template ([login to view URL]) I need an addictional column with the discount applied for product tier price (the discount percentage applied in the order for each item).
