I have many VPN servers all over the world. Most of my VPN servers are Debian servers hosted on AWS EC2 (Amazon). Basically, they act as OpenVPN servers (community editions). I have my own script that installs everything needed and creates VPN users in Debian. Also I can tell you how to buy a Debian server for only 7$ per year. VPN creation and maintenance is my main job, so I am ready to tell you a lot on this topic.

Hi I can install openvpn for you on your server but I would recommend to go for Wireguard instead of openvpn. Wireguard vpn is better and faster than openvpn. Leave me a message if you have any question.
