Configure Squid in Ubuntu

I have a proxy server with a subnet loaded. Squid is installed, but I need you to complete the configuration file ACLs to do the following: Allow multiple users to access via user:pass or IP authentication. Authentication needs to be unique for each user. Allow a user to access only a certain number of IPs from the subnet pool. For the initial job, we will set up 5 users who will have access to 50 proxies each (5th user can have 55 since the subnet is 255). The user will be provided with this static IP list to input into their web scraping programs. The programs will use these IPs as proxies for each request sent, allowing the user to send multiple requests at once, or rotate among the IPs to avoid bans. Headers (and anything else involved) need to be modified to provide true anonymity and avoid being flagged as proxies. I will send the configuration file and the IP address range. If there is a better program to handle this, I'm willing to use it.
