Javascript or Java Applet needed

Description: Please refer to the site at [login to view URL] (this is not my site; I'm just using it as an example). There is an image there, done in Flash, where house photos change and have moving text imposed on top. I need that done in Javascript (preferred) or in a Java Applet so that we can easily change homes in a file and the text that goes with it without having to bother a Flash programmer. Along with your $ estimate I need a realistic time to completion. Note that I own the code once the transaction is complete. US Companies only, please.
