This can be done with an existing Perl tool (called, helpfully, "rename"), quite easily (though a wrapper script to delete the leftover top-level folders would be needed, and also to handle file names duplicated between, for example, the v01 and v02 folders that shared a prefix - unless the spec can guarantee they don't exist?). Alternatively a new script should be pretty easy to produce, how long it would take would depend on what language you'd want used.

This problem can be solved by writing a Python program. Though I have extensive C/C++ development experience, choosing Python 3 would allow for faster and clean development.
