Algorithm Development

I am looking for a very high class developer to complete this job for me: I have a project requiring me to produce an algorithm that can detect a troll in twitter, and the way it should be tested is on two separate API's. One which is normal tweets and another is troll tweets and both API's should be sentiently analysed to help produce the algorithm easier. This will be a computer science topic so you know which types of algorithms can be used. There is no specific way to do it so it’s up to you to suggest and choose techniques, but preferably something that’s not overly complicated.
