Flash or Java Picture Uploader

Flash web movie or Java Applet that will open a list of pictures from the users local my pictures folder and allow them to select them for upload to web server. Application must be able to resize pictures to specific size and if possible compress, before uploading them and upload them to the website. Must work from web page. Working sample to accomplish this will be fine. I don't need a finished product.
