Ipad application

Hi I need to create and Ipad app for a client. It's very simple, my client have a database of users, so basically user will connect to app with their normal login and password and then will have access to readable pdf files. When connecting it will be a list of pdf files available to read, and user just click and read. Every month there is new pdf file to be added (so maybe it needs a small php admin online ).
