Hey there, I'm a media buying expert and have built high converting marketing funnels. I can definitely help you with your project. Retargeting is tricky as you need to know that to build your list of pixeled users takes some time if you use networks like Perfect Audience and Adroll. It typically takes 1000 pixeled users in order for your retargeting ads to show up. What I recommend is going directly with Facebook retargeting (which is extremely effective). It only takes 20 pixeled users to get going. I can help you with your funnel, and what to advertise for retargeting, and the automation rules so that you don't get wasted impressions on those that converted etc. With Google Remarketing it takes 100 pixeled users, which is a lot less than Adroll etc... I have worked a lot with Facebook but you mentioned in your ad Google Adwords? They are completely different from Facebook and the way you run the campaign is also completely different. Your history on Google Adwords will determine your final CPC so if you are after cheap CPC and you have no history then save your money because nobody here on freelancer can do anything about it. As far as fast converting goes that will depend on your offer and landing page - hope you have spent a lot of time testing it. I can build sales funnels MUCH better than leadpages which are proven. I am a no B.S kind of guy so tend to tell you upfront so you don't waste money or time. cheers
