email list and intro email

I am about to launch a new website targeted toward travelers and locals looking for local information. This also has a smartphone app which helps people on the go. I have purchased a PDF listing of all the chambers of commerce, tourist boards, and economic growth boards in the world and need to put this into a usable email list that I can use with either mailchimp or constant contact. I also need an introductory email that is both visually informative and contains excellent sales copy designed to get the chambers to pass this onto their clients and sell the product.
