Skin prices are determined by Steam Analyst. Game pools are based on a 3-minute round. Once a round is completed (75 skins are deposited or the 3-minute time limit expires), a winner is chosen at random. The winner will receive all of the skins in the game pool in which the winner deposited skins. CSGOLotto retains an 8% house edge on each round, discounted in skins.
