Survey Layout in AutoCAD drawing

We've some hand drawing in 24"x24" paper, what we need a person or a team can do this in AutoCad. There are approx 1000 drawings. These are not to scale. It should be match with the scan copy. Since it is a huge project for us, accordingly our budget also too low for us. Please bid per drawing. Lowest bidder will be winner. See the attach file. It's a 1/4th of the actual drawing. do provide a sample of that.
