Hi! I can help you with this project, my CAD environment is Cadence Orcad 16.6 and I can do the schematics capture for you in Cadence Capture to match the existing .brd file. My deliverables to you would then be one .dsn file from which it is possible to generate a netlist in Capture, this netlist will be possible to import in Allegro and result in no netlist changes. Since I don't know how large the design is (how many components) it is difficult to give a good quote, so I just put in a bid towards the high end of the range.
