HRIS System With Payroll and Ticket Management System

I am looking for a freelancer who can develop an HRIS system with payroll and ticket management capabilities. The system should be able to handle employee data, time and attendance tracking, and performance management. I have no preference for the programming language or platform to be used, but I need the project to be completed within 4-6 weeks.
