msds data help (material safety data sheets pdfs)

I need to have a few people work with me to develop a) a strong and up to date database of MSDSs . I would like to work with people who have done this before and have lots of experience. I also need to have indexed versions and techniques where I can take a pdf version and easily convert to text or html(possibly integrate later on into site for users) b) a way to check manufacturer websites, like through a crawler, and get notifications when suppliers listed pdf's change in anyway. Please tell me what you can offer me. I am a startup therefore budget is tight. Thank you in advance.
