Build me a custom Electronic device with single board computer.

I need someone with good electronics background to make me a device which would communicate to other RF,Wifi, Bluetooth & IR devices. Should be able to connect to home router, send & receive cloud messages/signals. Connect to phone through bluetooth or wifi. Control IT devices by learning remote control functions. You need to write the code which would allow ass developer to make this work with android app.
