I have a software that includes YT live broadcast, but the feature is not complete, and not working automatically. It needs about 1 days work to fix up. Plus I want to look at Hangouts and FB Live to go into the same tool. If you want to price for the first part first, and then can discuss the rest after. Please know what you are doing before bidding. YT Live It creates the correct connection via API. It manually works with start stop options. But requires the user to set a start and finish time (should calculate this from the video), its not I think broadcasting at the right resolution, and its not setting the description or keywords.
