Close/Quit Confirmation Prompt for Windows and Apps in macOS -- 2

I want a confirmation prompt window to appear in macOS to prevent apps/programs from closing a window or tab and from quitting an application until the user (me) confirms to close the window/tab or quit the application. I also want those confirmation prompt windows to require a password before allowing me to close/quit the windows/apps respectively. I will show how this would work in the uploaded pictures attached to this post.
