I'm a senior C++ developer from Brazil, with more than 15 years of experience in multiplatform projects.
The work you want to accomplish is tricky, and is one of kind I have done for years. In fact, these are the libraries and applications I built for Windows 64 during the last 3 days as part of a project: autopano-sift-C, libxml2, panomatic, libjpeg, libtiff, libpng and zlib. All were created for Linux and had varying degrees of support for Windows, mostly with a very old script for Visual C++ 6.0.
My offer to you is to do this work in 2 steps:
1) First, I will build the software in my machine, get all the dependencies to work and create a tutorial for you. I will send the tutorial and let you try it in your machine. This step takes 2 hours.
2) Second, if you have any difficulties with the build, I will rework the tutorial based in your feedback, and we can talk or chat via Skype to solve any doubts.
I am assuming you have access to Visual Studio 2013 in a Windows x64 system, any edition will do. This software may be built in Windows 64 using gcc for Windows (mingw, cygwin), beware of bidders that offer this as a "solution" as it will not link to other Windows software.
