UK domain name dropcatching script server sided

I need someone who has worked with the UK EPP system by Nominet, to create me a dropcatching tool able to poll the DAC up to 432,000 times every 24 hours in order to catch domains. It needs to be built in the lowest level language possible (C or something similar) and be bulletproof. Only those with previous experience of the UK EPP system need apply.
