Neural Network in C

We need a neural network implementation in C for the use of online learning for a micro controller. We want the neural network to update the weights as new information comes in so that over time the model gets more and more accurate. You can supply the code to compile on windows or linux but should not be dependent on any libraries or the OS as it will go on a 16 bit microcontroller. This should be fast and have the minimal amount of float (if any) to keep the speed up. The number of inputs, hidden, and output should be adjustable.
