Chrome GSM audio player - repost

I need someone who can make a plugin for Google Chrome that I can pass an ArrayBuffer or a javascript array of GSM audio data to and it will transcode the audio to linear PCM. I've uploaded a copy of the GSM audio codec. I DO NOT need something that submits a file to some external source to be transcoded. What I do need is a plugin I can pass GSM audio frames in real time (frame by frame via javascript arrays) to be transcoded. I need the plugin(s) to work on Google Chrome, and on Windows and OSX.
