MetaTrader Decompiler EX4 to MQ4

I need a Windows program that can decompile MetaTrader4's EX4 files back into an MQ4 file. The program should be Windows based running on XP and will simply have a GUI that asks for the .ex4 file location and outputs the decompiled .mq4 file that can be edited in MetaEditor 4 and recompiled. The program must be able to work offline with no internet or network access. It must be simple to use and effective. If you have something already done, please submit sample output or screeshots.
