Wordpress theme devlopment and misc tasks

We are looking for an experienced Wordpress engineer or team to support the growing needs of our CMS / blogging site development. The first phase of this outsourcing effort is to work on 4 items. Our dev team will provide further technical info to short-listed candidates. Feel free to ask for details to proper scope the project. 1 - Create a theme for Wordpress Pages (aka landing pages) that mimics our Frontend webapp, with the ability for marketing team to modify the header and footer menu items using Appearance panel. FYI the existing header / footer is done via quick hacking to underlying php/css files that are not accessible for non technical people. Both desktop and mobile views should be taken care of. 2 - Create another theme for the Wordpress Blog Posts specifically. That means the Wordpress site will have 2 themes, one for landing pages and one for blog posts. Our marketing team will provide the theme's UI assets. Both desktop and mobile views should be taken care of. 3 - Secure / lock down our Wordpress sandbox instance so that it’s not indexed by search bots like google and make it require username / password access. 4 - A 2-hour block of technical support that includes support for both the sandbox and production Wordpress instance if they have problems (1 hour) and advise on version upgrade for Wordpress itself and plugins (1 hour to maintain stability and compatibility of the site. And expect some form of documentation when handing over the work to our market team show them (say) how to update the menu items on the themes, etc.
